Govt to amend HDB balloting rules for second-timers

Balloting rules will be amended by the HDB to improve second-time buyers’ chances of acquiring new HDB flats.
Minister of National Development Khaw Boon Wan mentioned in his blog that the review will take place towards the end of next year.
“After we have cleared most of the first-timer queue, we will tweak the balloting rules to enhance the chances for second-timers. This should be towards the end of next year. I seek their patience and understanding,” Mr Khaw wrote on the post entitled ‘Making Good Progress with First-timers’.”
Currently, second-timers only have one chance at each ballot, and only five percent of new HDB flats are reserved for them.
Mr Khaw revealed that 11 percent of second-timers were invited to choose a flat during the July 2011 Build-To-Order (BTO) launch and 54 percent of them chose to do so.
On the other hand, 73 percent of first-time buyers were invited to select a flat, of which 60 percent took up the offer.
