The Building and Construction Authority (BCA) has launched the improved Buildability Framework, which integrates the latest constructability appraisal system to offer impetus for builders and designers to enhance their designs and adopt labour-saving construction methods.
“The Ministry of National Development has also set up the Inter-Agency Buildings Innovation Panel (or BIP in short) to facilitate expedient multi-agency evaluation and approval of innovative construction methods, processes and materials that will improve construction productivity,” said BG (NS) Tan Chuan-Jin, Minister of State for Manpower and National Development.
He added that groups requiring assistance in securing regulatory acceptance of their proposals can apply to the BIP Secretariat under the BCA.
The BIP Secretariat will then facilitate regulatory approval from various government agencies, such as the LTA, BCA, NEA, URA, PUB, MOM and SCDF.
“We also recognise that the initial switch to more buildable designs and labour-efficient construction technologies is likely to come with additional costs and investment,” he added.
“Hence, my Ministry has provided upfront financial assistance through the S$250 million Construction Productivity and Capability Fund (or CPCF in short), which co-pays many of the construction technologies and methods covered under the revised Buildable Framework.”
Tan encouraged all builders and designers to submit their applications to leverage on the various incentive schemes under the CPCF and increase productivity, while conforming to the improved buildability requirements.
