The Building and Construction Authority (BCA) has been presented the United Nations Public Service Award (UNPSA) 2012 for establishing a centralised one-stop registration system for contractors who want to tender for public sector construction projects in Singapore.
The BCA is the first public agency from Singapore to win the award under Preventing and Combating Corruption in the Public Service category.
“Throughout the years, we have been reviewing the CRS (Contractors Registration System) to raise the professionalism of the registered contractors,” said John Keung, Chief Executive of BCA. “Contractors at the higher registration tiers, for example, need to have certified quality and environmental management systems and their personnel are required to fulfil continuing education and training (CET) requirements.”
BCA’s CRS ensures greater transparency by providing a set of mandatory registration criteria. The CRS also serves to increase the capabilities and professionalism of contractors, as well as improve the procurement criteria of public sector projects.
“We have also been sharing our experiences on CRS with other countries that are interested in setting up similar contractors registration systems,” noted Keung.
“In fact, South Africa’s Construction Industry Development Board had modelled their national Register of Contractors and Register of Projects after BCA’s CRS.”
