The Urban Redevelopment Authority (URA) called on Tuesday for an Expression of Interest, inviting consultants to consider the feasibility of transforming the Kallang Park Connector into a seamless cycling route.
Completed in 1992, the 10km route was the first park connector built by NParks to connect Bishan-Ang Mo Kio Park and Kallang Riverside Park. Due to its alignment, the URA noted that the Park Connector could serve as a key commuter cycling route from central to southern Singapore.
In a preliminary study with NParks, the URA was able to identify seven locations where pedestrians and cyclists’ journeys are currently interrupted or affected by major roads and expressways. Possible solutions include cycling-friendly ramps and bridges over roads and waterbodies in constrained sites, which should still meet vehicular height clearances.
The URA said the construction process should not severely compromise drainage or vehicular capacity. For proposed underpasses, soil and structural investigations should not compromise the stability of the existing Kallang River drain wall, vehicular bridge footings, or underground services.
Interested parties can submit their proposals and other information by 24 August. Thereafter, the URA will shortlist up to five teams of consultants to participate in the second stage in October. The successful team, which will undertake the planning study, will be revealed in Q2 2016.
The exploratory study is expected to take one year to complete. Agencies will decide the next course of action after assessing the findings, as well as the costs involved.
