Two penthouse owners at RiverParc Residence have expressed their dissatisfaction over defects in their units like rusty staircases, water seepage and the smell of sewage, according to a report in The Straits Times.

One of the affected residents in the 504-unit executive condominium (EC) in Punggol is 50-year-old Ang Chee Tiong, who works as a supervisor in the pharmaceutical sector.

He paid over $1 million for his three-bedroom apartment, but discovered that the staircase leading to the roof terrace was already getting rusty after he obtained the keys in September 2014. The management has repainted it at least three times, but the rust still came back.

There were also other problems. “There was water seepage in two toilets and a walk-in wardrobe area,” said Ang. “Before I moved in January, I noticed cracks in the glass panel of my sliding door in the balcony and the paint on the wall was peeling.”

While the defects were rectified by the developer, he had to fork out $40,000 to install wall panels and wallpaper in his unit as well as replace the flooring in case of future water seepage.

The owners were also previously unable to use the toilet in the master bedroom due to rectification works brought about by the stench coming from the roof terrace.

Meanwhile, another homeowner is also complaining about a rusty staircase.

“This unit is less than a year old but there are problems already. (The developer) has touched up my staircase twice but it’s no use,” said Chris Yeo, a 35-year-old salesman who paid around $1 million for his three-bedroom unit.

Amidst these complaints, the developer has promised to address the problems.

“Whenever a defect is raised, we will make an effort to go down and meet with the residents and rectify to our best ability. But some defects take longer to resolve,” noted a spokesperson for developer Qingjian Realty.
