The Hougang Capeview Build-To-Order (BTO) project has emerged as the first public housing project to receive a Conquas star, the highest honour from the Building and Construction Authority (BCA) for quality, reported Channel NewsAsia.
The Housing Board attributed the success of the project to contractor Qingjian International’s construction planning, safety management system and earth control measures.
Completed in January, the 781-unit project received a Conquas (Construction Quality Assessment System) score of over 95, which is above the national average of 88.2.
Administered by the BCA, Conquas is considered the yardstick in measuring the quality of building projects in Singapore.
Notably, the quality of BTO projects has improved over the years. HDB also underscored that providing quality homes is something that it is committed to.
“We have ramped up the supply of flats significantly in the last few years. In fact, more than 100,000 flats were launched. This is equivalent to building four new Clementi towns,” said Thomas Seow, group director of building quality at HDB.
“Despite the high volume of flats we delivered, we do not compromise on quality. This we do by putting in place stringent quality measures and requirements, conducting inspections and checks to try and achieve … ‘every flat is a good flat’.”
Overall, HDB recognised 11 contractors for high construction standards as well as innovation in 12 projects. Other companies that received the HDB Construction awards are six-time winner Straits Construction Singapore and Rich Construction Company.
