Still too early to remove cooling measures: Wong

It is premature to lift the property cooling measures as it could undo the government’s efforts to make home prices affordable, revealed National Development Minister Lawrence Wong during a parliamentary session on Monday (29 Feb), and reported Channel NewsAsia.

He was responding to a query from Holland Bukit-Timah GRC MP Christopher de Souza, who asked if the authorities would consider scrapping the Additional Buyer’s Stamp Duty (ABSD) for Singaporeans, but keep it for foreigners.

Mr de Souza first proposed the idea in Parliament in January this year.

“The ABSD was introduced to moderate the demand for residential property from investors, non-citizens and corporate entities,” said Mr Wong in a written reply.

“Singapore citizens who do not own any residential property do not need to pay (any) ABSD,” he added.

Currently, Singaporean citizens need to pay a stamp duty of seven percent when they buy a second home. This rises to 10 percent for their third and subsequent purchases.

On the other hand, foreigners have to fork out a heftier ABSD of 15 percent, regardless of whether they are first-time buyers or landlords with multiple properties in Singapore.

remove stamp duty for 1st time buyer totally for private properties also build more hdb for general public at more reasonable price these will really help the 1st time buyers the other sector (luxury segment private housing),let the market force balance itself ,govt need not worry on this segment...

We must ensure that developers do reduce their property price to sellable levels if they do not want to pay ABSD. Otherwise, what is the point of the goverment in coming up with this ruling in the first place? if this is remove, developers can just hold and sell at the price they want in the future sand continue making huge profit at the expense of buyers. Government should also close all the loop holes being taken advantage of by developers to avoid paying these stamp duties e.g getting their parent company to buy over the development. They can easily do this with no current proper process put in place to monitor this rather illegal move.

Dear Mr Wong, thank-you for your wisedom in standing your grounds depite calls from developers to relax the cooling measures. I'm appaled and shocked at at some of these big developers who think they can command the government to do things that is benificial to them but at the expense of the public. It's way to early to remove any of the cooling measures because the price index has just drop a little compared to the amount it have rised. Relaxing them now will just cause the property index to jump up again and erased all the hard efforts the goverment have put into all these years. In fact, the Additional Buyer Stamp Duty (ABSD) should be made a permanent fixture to ensure that the property price does not goes out of hand again.
