Small number of defects reported from home improvement works

According to the MND, only one to two defects cases per 10,000 units are reported each year for spalling concrete, ceiling and sewage pipe leaks.

The number of reported cases of defects due to workmanship of Home Improvement Programme (HIP) works beyond the Defects Liability Period (DLP) is small – about one to two cases per 10,000 units per year for spalling concrete, ceiling and sewage pipe leaks, said the Ministry of National Development (MND) in an oral reply to Parliament on Tuesday (10 January).

This was made in response to MP for Aljunied GRC Muhamad Faisal Abdul Manap’s query on how many cases the HDB received for repair assistance for spalling concrete, ceiling and sewage pipe leaks in one year beyond the HIP DLP.

The HIP aims to help flat owners address common maintenance issues in ageing flats, such as spalling concrete and ceiling leaks.

Occasionally, however, such problems may still recur following the completion of the improvement works.

The Housing Board’s contractors will carry out the necessary rectification for defects reported within the one-year DLP upon completion of the HIP works.

For cases reported after the DLP, the HDB will look into the nature and cause of the feedback and advise flat owners on the follow-up action accordingly, said the MND.

For spalling concrete or ceiling leak cases arising out of wear and tear, the HDB may offer “assistance to flat owners to repair and co-share the cost of repairs under the Goodwill Repair Assistance Scheme”, the ministry added.
