Great Location
Nothing beats the location of this condo and it is tucked away from the crowds of Orchard Rd. If you can get it for market rate, then it's worth considering. Many of the units are controlled by old-school private landlords who have an unrealistic perspective on market prices, tenant responsibilities.
Other than than, there are lot of colorful characters who live in the building who come and go very frequently.
Security is also overly strict on parking which can cause problems for your guests if they intent to park.
There are no facilities but the management keeps the grounds and buildings clean.

Horrible Security/Management
Location-wise is great and the units when renovated are truly amazing. However, being a long-term tenant (~7 years) here I have found the place rampant with escorts who come and go. Not only that, with the new management I find that the place are not pleasant to live anymore. One time there was an hour-long complete blackout on the tower. There are often other electrical issues causing our units to run out of electricity for an elongated period of time.
My visitors who were driving were told that they cannot park past midnight and even got warned that they will have to pay $100 an hour to the security. Why can't I have guests staying over past midnight? It's such an inconvenience for my guests to not be able to park in the ample visitor lots.
All of a sudden you couldn't do any servicing during Sundays. I'm sorry but I work on Saturdays sometimes and I needed to get some Aircon servicing when I am available. I don't see why it's a problem to schedule regular servicing on the weekends.
I've seen these horrible security men scream at guests and harassing tenants. Their claim is it's because "management says so." or "management says it's illegal now". It's horrible feeling uneasy at a place you've called home for almost a decade just due to a group of thugs running the building.
Thinking of moving out.

Kim Sia Court
Matured apartment completed in 1970 on a higher slope near to mount Elizabeth Hospital and is actually within easy walking distance to Orchard Road

It's the location that counts
If you are looking for a prime location then this is the building for you. The redeeming factors are:
-each unit is spacious and true to size
-there is a huge parking lot which doubles as a 'park' for the residents -And the building is right behind Scott's square so you are in the middle of the action but away from the hustle and bustle of Orchard Road.
The downsides are:
-The building is over 35 years old
-There are no facilities -Security guards who are there but not really
-Depending on how you see it, a very colorful mix of neighbours (many of who leave for at 10pm).
There is a hefty price tag attached to the 'location' factor. And there are lots of newer developments around. But if you don't mind an old building but really want to be on Orchard, then this is the place for you.
