After I turn 55, must I draw out the excess money from my CPF RA account (after setting aside the FRS) in order to purchase a new property? Or, can I make the purchase using the excess funds directly from the RA account?

If you are 55 or above and have excess savings above your FRS, you can apply to withdraw them for your immediate needs anytime. Alternatively, you can make top-ups to your RA (up to the current Enhanced Retirement Sum) to enjoy higher monthly payouts in retirement. Read More

Hi

It is not necessary to draw down the excess funds in excess of FRS which are in the RA, you can continue to put it there to earn interest. But suggest to draw it down as cash when buying property so it will be utilized as cash component, instead of cpf that you will be utilizing for the property, which you have to cover the accrued interest in the event of property sale.
