Morning Dawn,

I would believe that your father have fulfilled the required MOP for his HDB unit. With this being fulfilled, he's eligible to purchase second property and use it as his home while renting out his HDB unit.

His concern now would be the amount that he can get for the purchase, the CPF minimum sum requirement and his comfortable budget.

If your father's resale flat has met the minimum occupying period, the answer is yes, you can rent out the HDB and stay in condo.

Like my fellow professional agents had advised, as long as your dad has fulfilled his unit's minimum occupation period, he is absolutely eligible to purchase a private condo and rent out his unit.

He must work his financials before proceeding on to the purchase. If you are keen, I can recommend some bankers to him to advise on his in principle approval (loan amount)
