Decorations and renovations does play a part in determining the valuation of a property. As Executive Apartment is among the higher end of HDB flats, an owner who "pampers" the family may splurge more to do up the place over a family who are only looking at having the bigger space over a smaller unit therefore will only do up the basic necessities before moving in. Only 3 transactions of executive units were captured in 2014 along Bukit Batok Street 25, of which 2 are EAs. The price disparity is indeed huge, where 1 unit was transacted at $580k in July 2014 for a low floor unit and another at $770k for a mid floor unit in March 2014. Basing on the last few units transacted with lease beginning 1997 which is rare, I would estimate the valuation to be not far from $700k (excess or short of) depending on the actual condition of unit. I have just assisted my seller to issue out an Option for her EA in Jurong West (Pioneer) for $575k just last week after a month in market.
