As of now, you are only eligible to purchase private property. Do take note that if you were to purchase under your single name, you will be liable to pay a 5% ABSD. If you were to purchase under joint-names, ABSD is 15%.
If both you and your husband got your Citizenship and PR respectively, you will be eligible to purchase a HDB resale flat, or a private property. You can apply for ABSD remission as it will be your first matrimonial home.
Hence, I would strongly suggest you only get your property (be it HDB or private property) after you get your Citizenship. It will be massive savings on your part.
