    It is quite troublesome. Management office do not assign new cards and require the original owner permission and all.

    I just found that it is not illegal to duplicate access card is it a common practice for property agent to help tenant to duplicate?
You may arrange for replacement of the loss and damaged cards at your own costs.

    Unless the tenancy agreement indicated that your whole sum of deposit will be forfeited for losing or damaging the access pass, otherwise landlord cannot forfeit the whole sum but rather, only for the replacement of these access cards, and potential loss of rental income due to the damages and loss of cards without reporting.
