1) You may do your intent to buy now, this has to be done by the buyer using his/her singpass:

2) You can do your loan application here so as to understand your finance assistance from the HDB:
https://services2.hdb.gov.sg/webapp/BP27AWHLEApplication/BP27SHome

3) Advantage of using an HDB loan is you can only pay a 10% down payment instead of 25% if using private bank assistance.

4) After completing the (1) & (2), you are ready for a flat purchase now.
