The owner should be the ones who are updating as it requires their Singpass to log into the HDB system to update the tenant register, unless owner entrusts the agent with Singpass to do so.

In the first place, does the tenancy agreement allow change of tenants every now and then? If a service is required, I only feel right that the person who is updating is reimbursed for the time and effort taken to do the updates, however, whether is it to the agent or not, or whether is there a conflict of interest in collecting such payment or not, I do not have the answer for you.
