1) You have to apply for an HFE. It is FOC and does not bind you to buy a flat.
You may apply it from here: https://www.hdb.gov.sg/residential/buying-a-flat/understanding-your-eligibility-and-housing-loan-options/application-for-an-hdb-flat-eligibility-hfe-letter?anchor=how-to-apply
2) This will helps you understand the amount of loan from HDB and possible grants available to assist in your purchase.
3) Once you get hold of the HFE, you will have an understanding on the location and type you could afford.
4) If you have monitor the market close enough you may do your own searching and bargain for the flat you want.
5) Otherwise, you may engage an agent to assist in your purchase. He will explain the whole process and do a financial calculation to assist in your purchase.

You will have to first apply HFE letter to confirm eligibility to purchase, grants available, as well as the maximum amount of HDB loan attainable. You will be eligible for first timer grant of up to 40k and hdb loan if your income does not exceed $7k per month, assuming you don't own other private property.

The amount of cash savings and CPF OA available, plus your max loan will determine the affordable price range you can purchase. Any particular location you are looking into?
