Let's start with the easiest component, as long as you are not within the lock-in period, you will not incur any penalties for your home loan. Keep the bank in the loop that you are in the process of selling the unit once the OTP has been exercised.
As for ABSD, you need to be a Singaporean to avoid it. While marketing your unit, understand what type of lifestyle you are into, and casually source for something that might fit your bill. Do not place an Option for the purchase, till you are sure that you have firm buyers on-hand. Let them exercise the sales before you exercise for your purchase.

Hi Meng How,

In order not to incur any ABSD for your purchase, your buyer will need to exercise the Option To Purchase for your place earlier than you exercising the Option To Purchase for your new purchase. Your law firm will then be able to apply for the ABSD to be waived.

Certain risk element still remain for doing so, when you are doing simultaneous transactions, for things like when your buyer couldn't complete the purchase of your place, and you will need the funds from the sale to finance your purchase. This will put your purchase in limbo too.

In most circumstances, I'd reckon for you to negotiate for extension of stay after the completion of sale or even to renting back the apartment for a period of 6 months or so after the sale completes, in order for you to look into your purchasing matters to be on the safe side. While price fluctuations maybe a concern when value of property goes up, and you need to pay rent for this period, it gives you more assurance through the entire process. Dear seller,

Hi,

As long as you are outside the lock in period, typically you will not be liable for penalties when you redeem the loan.

To avoid absd, the otp of your respective units have to be exercised by the buyer for you to be considered to have no property count. Once you have zero property count, and assuming you are singaporean, you no longer need to pay absd for the next property purchase.

In order to avoid the penalty on the home loan, we will need to time the completion of the sale to be after the lock in period of the loan. You may check with the bank on the lock in period and is it possible to appeal for a partial waiver of the penalty in some of my clients' cases.

Hi,

If you are doing the sale outside the bank loan lock in period, there shouldn't be any penalties. Perhaps you can share your bank letter of offer and I can help you to review to see if there are any other costs.

As for tax planning, once the OTP of both the two properties are exercised by your future buyers, you will be considered to no longer have any property count, and can purchase the next property without ABSD assuming you are singaporean citizen.
