I'm currently the 5 year MOP on my HDB flat (till Oct'13)
Does this mean:
1. I cant buy another private property in SG or overseas?
2. I cant even be the joint applicant for any other private property purchase?

Afternoon Lionel,

Upon signing the OTP, you would have being advised by your salesperson on what are your boundaries and MOP requirement is definitely one of them. As long as you have not fulfilled your MOP, you are not eligible to purchase your second property, locally or overseas, unless you have attain prior approval.
