I am assuming this is a room rental you are talking about? What is the agreement between landlord and tenant in the first place when it comes to utilities?

These rebates are introduced by the government help to defray GST and provide cost-of-living support for lower- to middle-income household. It is not indicated that it should be passed on to tenants or room tenants based on what I have read from various websites. Read More

    Is landlord living under 1 roof together? If yes, why not approach landlord to discuss? If not, why not ask the agent this since he or she has assured you on this? Why not have this indicated in the rental agreement?

    If you need a closure on this, then go speak to a lawyer and get their professional advise.

    What if landlord and tenants did not get to discuss the details (eg. to include rebates or not) as there was an agent representing the landlord but agent did assure tenants that there will be government rebates before contract was signed. The agreement is to have the tenants fork out the extra amount if utilities was to exceed a certain amount.
