It may be possible to apply as a family nucleus. If his mum is still around, her name needs to be included. As long as MOP of 5 years for current flat fulfilled, and have not bought more than 2 times subsidized flat or exceed income ceiling, can apply BTO or SOBF.

With the basic information provided, we are unable to determine their eligibility to downgrade to a 3 room BTO. If they have already met their 5 years minimum occupation period, they should be able to apply for HFE to find out what their eligible for after the current sale.
