The development of EC is likely going to be completed in less than 5 years based on existing construction timeline, therefore by then it could pose a problem for your sale too. You may wish to revisit this question 2 to 3 years down the road when the timeline is more appropriate.

Not sure what you meant by them "using your HDB to buy their newly TOP LBS hdb" ? Do you mean they used your address so they can be eligible to apply for a 2-room flexi BTO from HDB near you? And do you mean that HDB require you not to change address in the next 5 years?

If HDB just requires you not to move address in the next 5 years, I think it should not be an issue to purchase uncompleted EC or private property? You may want to call in to HDB to clarify this clause so to have a peace of mind while doing the purchase.

1. Since your HDB is already under the Minimum Occupation Period (MOP), you cannot sell it until the 5-year period is up.
2. While you can buy an Executive Condominium (EC) or private property that will be completed (TOP) in 5 years, you will still need to meet the eligibility criteria and the requirements regarding the sale of your current HDB.
3. You can sell your HDB when you are ready to collect your EC or private property, but it must be after the 5-year MOP has ended. During this time, you must also ensure compliance with any rules related to owning both HDB and private properties.
