Even if landlord want to do room defects , it is basic courtesy and respect to tenant that landlord first check with existing tenant for a permitted and convenient time slot to go in >> in case anything valuable lost and tenant not present >> the one arranging a secret defects job , landlord or even the handyman might be accused of stealing valuable personal items.
