HDB resale flat

Young couples have a better chance of getting a flat in a non-mature estate, as the application rates are lower.

The Ministry of National Development (MND) has urged families looking to buy their first Build-to-Order (BTO) flat to apply for flats in non-mature estates, where they have a better chance of securing a home.

“Most first-timer families who apply for a BTO flat in non-mature estates are able to book a flat within their first or second try, and definitely on their third try,” said the ministry in a written reply to Parliament on Monday (20 February).

It noted that those who were unsuccessful in getting a unit even after five or more attempts may have applied for BTO flats in mature estates, or those under the Sale of Balance Flats (SBF) exercises.

The ministry explained that applicants for such flats have “lower chances of success in the ballot” as the flats usually have very high application rates.
