A possible second Circuit Breaker or tighter measures might happen in the next few months - how will this affect me as a resale flat buyer? Eg., Will viewings still be allowed? Can sellers/buyers move out during this period?

Hi,

1) According to CEA instruction:
(a) Only 1 buyer is allowed to view with the seller's agent for every viewing.
(b) Seller's household is limited to 1 viewing per day.

2) With the instructions above issued. You may still view a few units per day, however, this will depend on whether the unit intended to visit had other appointments arranged.
3) This will definitely limit the possible number of units that allowed to view per day.
4) If there are 2 decision-makers in this purchase, it will take longer to finalize.
5) If possible arrange to do zoom viewing before decide to view on site.
6) Since completion usually takes 3 months for paperwork processing, and this restriction only lasts 1 month.
Shifting should not be something that needs to worry for now.

Hi,

Should the situation worsens, property viewings, being deemed as "non-essential", will likely be prohibited.

As per what we have experienced last year during Circuit Breaker, there will be a drastic drop in number of transactions during the circuit breaker months.

As a buyer, I think it is important for you to take note, what will happen should the Circuit Breaker be lifted. As per what we have all witnessed, both market number of transactions and prices went sharply up in tandem.

My advice to you is, if you need the place for your housing needs, do not drag any further.

Hi

At the current moment, viewings are limited to 2 pax including the agent while there is no problem in shifting at the current moment. However it is still too early to speculate what will happen if the measures were tighten further or circuit breaker were to happen. Using last year circuit breaker as a reference, shifting houses are considered essential and its allowed. However all HDB resale appointments are suspended except for those that have already been scheduled. Physical viewings are strictly not allowed and most of the agents including myself depends on online viewings.
