Can a property agent represent a buyer and seller at the same time? Can they pay cash on behalf of a buyer by using their own account and transfer to the Seller of which he initially represents, and include cash from his own pocket for a top up?

While I understand that sometimes agent has this listing that he is marketing, and just nice a buyer has also appointed him to represent for the purchase and with all stars aligned, this buyer could be the one for the listing he is marketing. Who does he represent then?
