In property matters, only someone 21 years and above can sign a contract. In this case, the tenancy agreement.

As such, if you're younger than 21, you need to find someone to sign it and put you as the occupant.

That person (or "guarantor") then becomes responsible for all the terms and obligations stated in the agreement as if he/she is the tenant. Landlord will go after him/her if there's any law suit, default in payment, etc.

So it's not easy to find such a "guarantor".

Now, the question is whether you can get your overseas parents or guardian who is NOT staying in Singapore (i.e. not a Citizen, PR, do not have an EP, WP, etc.) to sign the tenancy agreement - since they have no reason (VISA) to be in Singapore and thus logically cannot be the "tenant" concern. Maybe other gurus can help to comment can this be done?

What I know is that Tenancy Agreements need to be "e-stamped" (tax) and I believe a passport copy is all it needs to get it stamped. The stamp duty department do not require to see the EP/WP of the tenant (in this case, the overseas parent/guardian)

At the end of the day, the main concern is to ensure that the tenant/ccupants are NOT illegal stayer, and the responsibility lies with the landlord and agent(s) to check on that. That's the why landlords/agents have to verify that the tenant has valid passes to remain in Singapore, especially if the passes have expiry date before the end of tenancy date.
