I presume you are referring to 5-room. May I know the size of the unit? It may be quite challenging as nearby comparable low floor 5-rooms are transacting at 520k - 600k range. It also depends on actual floor, size, unit condition and whether ethnic quota restrictions for buyer.

Assuming that your unit is 5 room flat in this instance, the price range of similar units sold within the last 12 months is $520,000 to $650,000 for those within 200m radius from your block.
If you are looking for $700,000, I wouldn't say it is entirely impossible, but will boil down to the current conditions, as well as whether the demand is higher than supply in the location. As there is an abundance of resale units for sale in Punggol as well as neighbouring Sengkang, pricing at $700,000 could potential help your competitors sell faster too.

It is possible to get higher floor even if the unit is on a lower floor. The eventual sale price of the unit depends on factors such as the facing and orientation, interior condition of the house and how the salesperson market the unit.
