Yes, submission for approval will be required even if the PR is a co-owner of the landed property. In fact, I have just concluded a case where the purchaser is a SC-SPR couple with 2 SC children who got their approval to purchase a landed home in Singapore, and we are coming across more cases of SPRs applying for approval to own a landed property in Singapore.

As long as non-citizen is one of the intended purchasers, approval will be required from SLA before you are eligible to purchase the landed property.
