For EC purchase, one of the applicant has to be a Singaporean. Purchasers also need to fulfill the family nucleus requirement and satisfy the income ceiling before they are eligible to purchase an EC.
EC are usually priced 15% to 20% lower as compared to private condos and therefore subjected to these conditions. If you are not eligible to purchase an EC, you may want to consider buying a resale EC instead as they are typically cheaper as compared to a private condo within the same location.
