Dear Gurus,

My 4-room flat was fully paid by my late father. Price of flat was $24,500 back in 1977.
He has sadly passed away leaving my mom and I as joint owners.

We are now planning to downsize to a 3-room BTO flat with a price of $234,000. I'm planning to finance it using my OA of about $180,000 since my mom is unemployed, and taking a HDB loan to make up the balance.

If we were to sell our existing flat for $360,000 as an example, what are the payments we need to take note of, and how much? Resale levy? Seller stamp duty? How much from the sales proceeds will be returned to our CPF? Anything I missed out please fill me in.

Looking forward to your answers. Hopefully they will help me plan my home finances.

Sorry to hear about the unfortunate news of loss, hope you are managing well.

There will be a resale levy of 40k which is payable through the sale proceeds, as I believe your 4rm was bought direct from hdb as a subsidized flat. No seller stamp duties are payable. I believe your guys have only used cash fully for the purchase? If so, there is no need to return any to the CPF OA. Hence if its 360k, less the resale levy of 40k and less CPF to be refunded, and less the conveyancing and agent commission we should be looking at 300k+/- cash proceeds.

Dear Sir/Mdm,

Sorry to hear about your dad's passing.

1. When you sell your 4 room flat, there is a resale levy of $40,000 which will be deducted from your sale proceed as your next flat is a BTO.

2. There will not be any seller's stamp duty which is payable when you sell your flat. However, when you purchase the BTO, there is a buyer stamp duty of $2,880 which can be payable by CPF.

3. Your flat is fully paid up and therefore majority of your proceeds will be in cash. If your mum had used her CPF towards the flat previously, the amount that she had used will need to be refunded back into her CPF account together with the accrual interests.

I have assisted many of my clients to transmit smoothly from their existing HDB to a new BTO. The timeline planning is crucial especially when you have a mum to take care of. With careful planning, the transition can be seamless from the sale to the purchase of BTO.
