HDB Loan HFE:
I am a SC who is married to a foreigner holding LTVP with PLOC and we have a child who is also a SC. We are recently applying HFE to prepare for the upcoming BTO. I list myself as the owner, and my husband and child as essential occupiers.

1. Can we request to appeal for a higher loan quantum with HDB or Bank, based on the combined income of my husband and me? My husband has been working full-time in Singapore since 2 years ago.

2. What are the housing grants we may be entitled to? Given the combined income is around 10k per month.

Hi, for a higher loan quantum, maybe the bank will be able to provide more assistance, as the income of an foreigner is not taken into account for HDB loan, the housing grants will be reflected in the HFE that you applied for as well.

As your husband is not SC or SPR, his name cannot be included as an owner, and it is the regulatory requirement that only home owners can be borrowers, thus in this case, since your husband is not a homeowner, he cannot be a borrower thus his income is ineligible to be considered in home loan. You may wish to consult a banker to see how he or she can help restructure your income/loan matters to see if there is anyway out to obtain a higher loan amount in this case, which I understand can be helpful in expanding the options you can consider in your flat application.

Husband's ineligibility:
Not Singapore Citizen (SC) or Singapore Permanent Resident (SPR) means his name can't be on the flat ownership.
Only homeowners can be borrowers for the HDB loan.
Since your husband isn't an owner, his income can't be used for the loan application.
Possible solution:
Consult a banker to explore options for restructuring your income/loan to potentially increase your loan amount.

Hi Nick,

1) A foreigner cannot be an owner of an HDB flat.
2) This was the main reason why only your income is taken into consideration for your loan quantum.
3) You may appeal for a higher quantum with the HDB, the final decision is based on their discretion.
4) The bank also cannot commit to offering a higher quantum, but, you're right that they have certain flexibility on the amount. It is still only based on your income and not your husband's income.
5) Only EHG is available for BTO. But since your income has already crossed $9k. You won't be eligible for EHG.
