1. **Eligibility for Foreign Spouse**:
Singapore Citizens (SCs) married to non-citizens can buy an HDB flat under the Non-Citizen Spouse Scheme. You can apply for either a Build-To-Order (BTO) flat or a resale flat.
2. **Flat Options**:
- **BTO flats**: Only 2-room Flexi flats in non-mature estates are available for SCs with foreign spouses, unless new schemes come into effect.
- **Resale flats**: Any flat type and size on the open market is allowed.
3. **Age Requirements**:
- For BTO flats, the SC must be at least 35 years old.
- For resale flats, the SC needs to be at least 21 years old.
4. **Pass Requirements**:
- The foreign spouse must have a valid Long Term Visit Pass (LTVP) or Work Pass (WP) when applying for either BTO or resale flats.
- Pass validity must cover the period from the Housing Flat Eligibility (HFE) letter to the flat collection date.
5. **Income Limits**:
- For BTO: Income ceiling ranges from $7,000 (for 2-room Flexi) to $14,000 (for short-lease seniors’ flats).
- For resale flats: No income ceiling for the application, but limits apply if applying for CPF grants or loans.
