Dear Sir,
HDB will require your partner to declare her income as HDB regards the income ceiling criteria quite seriously. There is a 5 years Minimum Occupation Period (MOP) which HDB requires the owner to occupy the unit. Therefore you will not be able to get your parents to fulfil the 5 years MOP for you.
