Hi, I am a US citizen interested in buying an investment property in SG. I will lease it out to a relative of mine who lives there. Questions:
1. Do US citizens need to declare the SG property in their taxes?
2. Do US citizens need to pay property tax gains on sale of SG property?
3. Any other taxes that US citizens have to pay?
4. Any other considerations?

Good morning,

Yes if you stay more than a number of days in Singapore, rental income will form part of the chargeable income for the income tax payable in SG. In SG, generally there are no tax payable for capital gains on property sale.

There is an approximately 3% buyer stamp duty payable for first residential purchase. Also a seller's stamp duty applies if you sell within a 3 year holding period.

By the way, a US citizen would be likened as if a local be purchasing the 1st property and hence the buyer stamp duty will only be between 3 to 4% and no additional stamp duty is payable.

You are eligible to purchase a non-landed private residential property in Singapore without being subjected to Additional Buyer's Stamp Duty if it is going to be your first property. Income tax application will be based on the following guideline which can be found at https://www.iras.gov.sg/taxes/corporate-income-tax/income-deductions-for-companies/taxable-non-taxable-income.

Hi,

1) Yes, all personnel who purchase a property will be subject to property tax.
2) The income gained from the property will be included as part or the whole of the annual income tax assessment.
3) Only property tax and annual income tax. This is applicable to every citizen or resident who owned property.
4) There is no capital gain tax implemented in Singapore. Therefore you don't have to pay any tax if you sell the property at a later time.
5) You have to be aware that there is an SSD (Seller Stamp Duty) in Singapore. This is to restrict people from speculating the property market.
6) This SSD only restricts you from selling the property within 3 yrs from the date of purchase. However, you may still sell it within 3 yrs except you will be subject to an SSD of 12/8/4% for the 1st/2nd/3rd yr.

Hi, I am Brendan!

1) As long as you own a property in SG, you will need to pay property tax yearly.
2) No, there is no capital gain tax or property gain tax in SG
3) No, as a US citizen you are exempted from ABSD
4) For purchase of property in SG, there is Buyer Stamp Duty (about 2-3%). Any property sold within the first 3 years after purchase, tiered Seller Stamp Duty payable.

Also, as you are buying an investment property but intend to lease out immediately after purchase, you are limited to resale units. Thus you will need to identify areas with high potential capital appreciation in future.

To answer your questions in short:

1) Yes, property tax and income tax are payable.

2) No, there's no property gain tax. However, there's Seller Stamp Duty which you may wish to take note of. This is only applicable should you sell off the property within 3 years of your purchase.

3) As you're a US Citizen, based on Free Trade Agreement (FTA) with Singapore, you need not incur Additional Buyer Stamp Duty (ABSD) for your first residential property purchase.

4) You may wish to take note that you can rent out the property to not more than 6 unrelated persons at any one time.
