I assume you were an owner of the BTO, who later got married. If you bought the flat while single, and later marry, you must list your spouse as a co-owner or occupier of the same flat. Depending on how she is listed, she might be subject to additional taxes. If your wife has been included as an owner/ occupier of your flat, she is also required to fulfill the requisite Minimum Occupation Period. This MOP will apply when thinking about acquiring interest in a private property.

If the MOP of 5 years has been fulfilled, and her name is not added into the flat as co-owner, yes she is just an occupant and can purchase private property without ABSD, as it will be her first residential property.
