Hi, with the new HDB policies, my husband and I are looking to upgrade to an executive flat in Woodlands and with the sales of our resale 5 room unit in Woodlands.

What are the financial implications? We have total of $500k in our CPF after the sales and considering our options.

There is no visibility of price valuations so how do we know if we're overpricing the purchase in our search for a larger flat? Thanks.

Dear madam,

The current resale procedures are aligned with the private property resale procedures, where there is no formal valuation done before the purchase process, which means due diligence needs to be done to understand the prices of similar units that have been transacted to make an estimation and decide on what price would you put in for the purchase. As it is a 1 unit to 1 unit upgrade, which I assume you will be selling first or utilise the enhance contra facility, your cash up front is usually up to $5000.

On your concern for valuations procedures, it is actually aligned to industry standards for private property market, and to the original objectives to see how much loan and CPF can be utilized. It is actually more in the buyers favour as the previous policies have indirectly caused trends of higher COVs.

There are also other tools available to try and derive a good approximation of the valuation. An agent's input and analysis of comparable nearby prices will also value-add in offering the right price so you do not overpay for the property.
