You will need to establish contacts with real estate salespersons who are usually the first people who knows of such deals going on. These deals are unlikely going to be published on marketing portals as the information are usually reserved for agents' preferred clients first before being relased into the public.

What you can do is to analyse past transactions of certain projects which you are interested in and shortlist units within these projects which fall near the market price range and negotiate to get a below value purchase from there.
