There are a few solutions to your situation.
Presently there are no EC that are going to TOP this year (2012).
The earliest being Esparina @ Buangkok MRT (Sengkang) and Prive @ Punggol completing in end 2013. But >90% sold, left limited choice units.
Other EC currently available are places like Trilliant @ Tampines, Rainforest @ CCK, Austville @ Sengkang, Blossom @ Bukit Panjang & Canopy @ Yishun just to name a few.
As EC will take 3-4 years of construction before you can move in, you'll need to finance the purchase while holding onto your current flat.
20% upfront and 80% loan if you've fully paid off your Executive flat or:
40% upfront and 60% loan if you're still servicing loan for your current flat.
Alternatively, you could consider Condo that are about to TOP and plan the sale of your Executive Apartment to match the completion of your new condo.
New condo near MRT that are going to TOP this year like Woodville28 & 8@Woodleigh (Along NE Line MRT), 2 bedroom average cost $1m, 3 bedroom $1.2~$1.35m, expected to be ready within 6 months from now.
The sale of Executive Apartment, from marketing to collecting sale proceeds will take approximately 4~5 months.
Thus if you found the right property and plan the sale/purchase to coincide together, you'll be able to use the proceeds from your sale to finance the purchase of your new condo.
