I am turning 35 in 2 months time, and is intending to get married with my Fiancee (a SPR) in the next 2 to 3 months.

She owns a private property under her name in SG and hence, I am contemplating of purchasing a HDB resale flat (either 4 room or 5 room) under the Single Scheme, before we officially get married.

I have a few questions:

1) How long is the entire process of purchasing a resale flat (i.e. application of HLE, exercising and submissions of OTP, and all HDB appointments)? Any way to expedite the process?

2) Am I able to get married immediately after the submission of OTP, or I have to wait till I clear all the appointments with HDB?

3) At which stage of the buying process do you suggest I can get married, so that my resale flat purchase application will not be revoked by HDB?

4) How long must I wait after key collection (2nd appointment with HDB) before I can ROM?

Hi,

1) You have to split it into 2 phases:
(a) Preparing phase: (2~12 weeks)
HLE application: could be 5 to 14 working days.
Scout the location and pin point final requirement: Indeed buying a home is not buying 4 walls, there are lots of things to consider. Because you need to stay there for at least 5 yrs, if not more.
Especially need to fork out time to view all the available units, which both parties need to arrange a convenient timing.

I had served some customer that takes up to 6 months to find their ideal unit.

(b) Buying phase: (8~16 weeks)
Upon received of OTP, 3 to 5 days to receive valuation report. Officially, can take up to 14 days.
Submission of resale application: this needs both parties to act promptly and HDB officer able to chunk out all the document, liaise with CPF board for the completion. Can takes up to 8 to 12 weeks.
Both parties had to pay all necessary payment as instructed during this period, any party that delay payment will drag the whole process.
Only need to attend a single final appointment at the moment until further notice.

All in all, the whole process could last fastest 11 weeks to 9 months.

2)
(a) If you are buying under single scheme, than you can only submit your HLE and OTP after you reached your birthdate.
(b) If you are buying under finance/finacee scheme, you can start your process now. Your wife must be registered as co-owner.

Your marriage cert has to submit during completion appointment.

ROM need at least 14 days to process your marriage application, and 21 days notice of intended marriage. Thus find out detail from www.rom.gov.sg before committing your purchase.
Do note that even register your spouse as occupier, she must not have an interest in any private property since this is newly purchase flat. Meaning no way you have complete MOP.

3) Please see (2).

BTW, your wife-to-be has to dispose off her private property within 6 mths upon key collection, once she is registered as co-owner.

Before we get into further details on the transaction timeline, I would like to understand more from you what's your objective of getting a resale HDB flat just before you get married.

Are you planning to own 2 properties and rent one out? Which property are you planning to stay in? Do you know that you will need to serve a 5-year MOP should you purchase a HDB flat? In which location are you planning to get the HDB flat? Have you worked out the potential risk and rewards of taking this step?
