Are you looking for whole unit or room rental?
Now with this budget,cannot get a whole apartment, only room rental. And if you do not want to pay agent fee, you have to find the direct owner listing that is advertise on newspaper or perhaps on easy roomate.com

There are some agents listing that does not requires agent fee. It is a case to case basis as some owners gives the agent fee to agents.
