You may wish to check with your banker concern and share with them the rates by the other banks to see if they can do the same, otherwise you will need to wait 1 more year to consider refinancing with another bank.

It is like a tenant signing a 2 year lease agreement with a landlord during a peak rental market, but 1 year later, when rental starts to fall, tenant cannot expect landlord to reduce the rental because other landlords are asking lower rental and vice versa. The only hope is that landlord agrees to reduce the rent after speaking to landlord but in most instances this is not likely.

1) The legal fee is waived for refinancing with the same bank.
2) So, you may check with Citi whether they could match the other bank's rate first.
3) You may also check with other banks whether they absorb the legal fees if you decide to switch your mortgage with them.
