I transferred my ownership to my spouse and got my cpf contributions on my. No cash proceeds. If the high cost of resale prices, I was interested to apply for bto and was told about the resale levy I will be imposed. I appealed for a waiver but it was rejected. Could I appeal again for the waiver? Or appeal for the resale levy to be paid through monthly mortgage?

Good day to you,

All Singaporeans can apply for BTO twice, though a resale levy will apply for the second application. When using an HDB loan, applicants must use all their CPF OA before resorting to a mortgage loan for any remaining amount. Any surplus needs to be topped up using cash payment. In my experience, waivers on resale levies are not common. Are you considering a 2-room or 3-room flat for your next living arrangement? Have you assessed the financial calculations?

Sorry to hear that your appeal was rejected.

I have a decade of experience working on Singapore public policy, and would love to understand your case a little better. HDB operates on a case-by-case basis and it really depends on your situation.

Happy to also sit with you to work out alternative solutions as a backup to your BTO plan so you have more options to consider.
