As you need to fulfil your minimum occupation period of 5 years before you will be eligible to purchase a private property thus your alternative will be purchasing a private property solely under your boyfriend's name.
But do take note that he is a foreigner thus he will be subject to 15% additional buyer's stamp duty.
If not, you can try to appeal to HDB to see whether can you remove your name from your current property. It will be on a case by case basis.
