If there is leakages in the house but the source might be from outside of building due to aging building, crack on walls or due to porousness of the bricks outside the apartment. Who is responsible, the MCST or the owner upstairs has to rectify the problem. This is very tricky case & pls advise ASAP. How should we go from here and who to get help to certify it ?
