1) All HDB flats are public accommodation that builds by the government.
2) Thus they are the ones to decide how it is distributed/sell and under whatever restrictions.
3) Under current policy, a 2-rm Flexi lease flat is considered as 2nd flat entitlement which is a replacement of silver age apartment.
