Hi, in order for a tenancy agreement to be valid, all the owners of the property have to give consent before the document is legalized. You may approach a lawyer to assist you, or settle this personally between you and him.

If you are one of the owners of the HDB, your spouse will not be able to rent out the HDB without your consent. As one of the owners, you have the legal rights to evict the tenant.

As a co-owner, you will need to sign on the Tenancy Agreement before the flat can be rented out.

Without your signature, the contract is invalid. You may wish to engage a lawyer to evict the Tenants out. If he had forged your signature, you may also sue him for that.
