As you have not fulfilled your minimum occupation period, I am afraid you cant. But you can try to appeal to your HDB branch office but it will based on a case by case basis.

If you are able to produce documentation indicating your mother's health status and that you are the only few who was s capable of taking care of her, writing in to HDB and appeal for your case might be viable. However, do note that HDB might invite your family member down for the necessary interview prior providing you with the necessary approval.
