Hi Shyan,

1) It is a requirement from the HDB that a married couple can only keep one HDB flat if they each own an HDB flat before marriage.
2) They are allowed to buy private residential property if the retained HDB flat has met MOP.

As long as the MOP of 5 years is fulfilled for both hdbs, can sell one and keep the other. After selling the hdb, the name without property can purchase a private property.
