From your question , I deem you have a vested interest in either of these apts. Stagnant is dependent on how u look at it. One North is probably kinda overhyped but not to say that its not without its own merits.
If you look at one north prices, they have been ranging abt $1200 to $1600 for a high priced unit. Relative to what a buyer can get for that price in other areas ie East Coast,tanjong pagar, its not exactly that cheap and moreover alot of buyer (speculators) went in hoping to make a quick buck and now quite a few are stuck. We could also look at past transactions done at both dover and heritage and we can conclude that it started from a pretty low base and has moved quite abit with the rental there self sustaining (due to proximity of MRT). Therefore until we see the next upswing or perhaps until the TOP of One North then there might be some spillover effect from this project.

On the same note, a buyer with budget of $1200 to $1600 might prob go buy Carribean, at least they can cash in on the IR / Sentosa craze just across with potential upswing once IR is completed.
